Do I need a permit to reroof in Los Angeles?

The online Express Permit only covers Class A or B coverings under 6 lb/sq ft over solid sheathing. Is there a 25% rule for reroof permits?
Not one by that name. The California Building Code has reroof area provisions, and LA County allows in-kind sheathing replacement up to 25% of the roof without a permit for single-family homes, duplexes and townhouses. Is LADBS the building department for every city in LA County?
